The covers have a steam control valve. This valve makes "waterless" cooking easy. When you hear the whistle you can reduce the heat or turn it off completely. Waterless cooking is healthier because you do not need to add water which boils away the vitamins and minerals in your food. You also do not add oils which adds fat and calories.
To use the steam control valve, start cooking on medium heat (never use high heat). Then, when the valve begins to whistle, close the valve and turn the heat down to low and finish cooking. You can even turn off the heat completely and your food will finish cooking because there is enough heat within the pan. Just don't open the lid to let heat escape.
